For any activity likely to affect traffic flow on main & arterial roads, like road maintenance or construction activities that involve closures of traffic lanes, road occupancy licensing (ROL) is necessary.
A road occupancy license allows the proponent to use a specified road space on an approved schedule. This license applies only to the occupation of the “road space” and does not serve as an approval for carrying out the actual activity. Relevant approvals for the activity should be sought from the relevant stakeholders & agencies.
Usage of state roads such as highways, motorways and freeways requires road licensing approval from the RTA Planned Incident Unit while road occupancies that affect minor roads require approval from the local council authorities.
NOTE: Activities that will cause damage to the stakeholder’s property like trenching and repairs that necessitate the need to damage a stakeholder’s assets in order to carry-out their proposed activities. The proponent MUST obtain approval from the relevant stakeholder. (Road Opening Permit – ROP)
Road Opening Permits (ROP)
In addition to the ROL, a Road Opening Permit (‘ROP’) is also required for activities like trenching that will cause damage to the stakeholder’s property.
Most council’s usually include Road Occupancy Licence with the Road Opening Permit, while RTA issues an ROP through the Asset Management Branch prior to the issuance of ROL.
